NATO: Comprehensive operations planning course held at Arf Headquarters

SOLBIATE OLONA (VARESE). For more than two weeks, the NATO School Oberammergau (NSO) delivered the NATO Comprehensive Operations Planning Course (COPC) at the Allied Reaction Force (ARF) Headquarters, further reinforcing NRDC-ITA’s role as a key platform for education, training and operational readiness within the Alliance.

Bringing together officers and civilian officials from NATO Allies and partner nations, including Italian personnel from the Land Operational Forces Command of the Italian Army, the course provided participants with an in-depth understanding of NATO’s Operations Planning Process, with particular emphasis on the application of the Comprehensive Operations Planning Directive (COPD).

Through a combination of academic instruction, practical syndicate work and operational-level briefings, participants worked on complex crisis scenarios in a multinational and multi-domain environment. The course enabled them to develop and apply the skills required to contribute effectively to operational planning within a Joint Operational-level Headquarters, while promoting the exchange of expertise, common planning practices and interoperability among Allied and partner personnel.

The participation of Italian personnel from the Land Operational Forces Command also provided an opportunity to strengthen the link between national capabilities and NATO structures. In this context, NRDC-ITA acts as a broker and facilitator for the integration of national capabilities within NATO frameworks, helping to identify opportunities for cooperation, promote common procedures and enhance the interoperability of national capabilities in a NATO context.

This role reflects NRDC-ITA’s contribution to bridging national and multinational expertise, facilitating the exchange of knowledge and operational practices and supporting the development of capabilities able to operate effectively within NATO’s multinational command and control structures.

The successful delivery of the NATO Comprehensive Operations Planning Course at ARF Headquarters underlines the value of the Headquarters as an environment where education, training and operational expertise converge, contributing to NATO’s collective readiness and strengthening the ability of Allied and partner personnel to plan and operate effectively together.
