MIGRATION, WHY ARE NUMBERS STABLE?

Most experts and governments expected increasing numbers of arrivals in Europe via the so-called Central Mediterranean route. Aside from a flood of Bangladeshi citizens apparently flying into Libya and then getting on rubber boats bound for Europe, the predicted rise is not happening. The million-euro question is around why the stable numbers defied predictions.
